PLAN TO REPLENISH EVERGLADES IS BOLD, RISKY -- AND EXPENSIVE
South Florida is bleeding fresh water. Staggering amounts -- enough for 20 million people -- surge
into the sea every year from a vast network of canals. Wasted to the tides are
the health of the region's ecological treasures and all hope of supplying
enough water for the region's growing population and economy. But now at last there is a plan for stopping the waste. The
proposal for
replumbing South Florida is bold, controversial, risky -- and
